powertop, but "of a pci device" strongly depends on sensors available for said pci device and might not be massively accurate.
This sounds like a leading question to a different end goal, why do you want to know and what does systemd have to do with this? What's your end goal? www.xyproblem.info

The original problem I want to solve is to disable the dedicated graphics card. I know I have two graphics cards and I want to use the integrated card, so that I can extend the battery life of my laptop. I am trying to follow the instructions on the "Hybrid graphics" page in section 1.1.2. I am not sure how to do this particular step.

If the goal is to "Check power usage to ensure your GPU is not drawing power", why did you limit the scope by asking how to do it with systemd?
Based on the "Power Management" page, systemd is one of the CLI tools listed. I want to make sure if systemd has the feature discussed in this topic, before I decide to install another package.
