I have a NVidia GTX 1650 that has a display-port and HDMI output. I have two monitors, I would like the run them both off of the GPU. My displayport monitor is working as intended. The HDMI monitor is black except for my cursor which is rendered as expected. I cannot drag a window onto the second monitor.
I am using xfce4 and have one display with two screens (that is, I am not using TwinView).
The relevant output of xrandr is

Since the cursor is still rendering, is this likely a window manager or compositor error? I've tried disabling the compositor with no effect.

Please post your Xorg log, https://wiki.archlinux.org/title/Xorg#General
In general, this is what you can expect from a zaphod setup and twinview is dated technology anyway - nvidia has proper xrabdr support since two decades or so.

I managed to solve my issue by reinstalling all packages
sudo pacman -Qqn | sudo pacman -S -
I had shrunk my root partition earlier the same week and restored my backup improperly so that it didn't preserve ownership. The issue didn't precipitate until I switched my left monitor from the on-board GPU to the discrete one, but it didn't go away when I switched it back.
It also didn't go away when I tried using Gnome. My best hypothesis is that since my xfce4 session was saved, somewhere the proper config was being preserved until I switch outputs; after I switched it back it was using the improperly installed config/file.
