Arch repos: configure and speed

Hi! i am new to arch and i have a litle problem when i use the repos.
I have 1MB down and every time i start a package te speed goes to the top 120 K and after a couple of second is down to 2 k and then again 120 k and  2k, seems like a saturation or something similar, this is normal? i use debian/ubuntu/gentoo/sabayon and i never notice this problem i get stable speeds or better not this abrupts changes evey 5 seconds.How can i fix this?
I am using the default pacman config i live in Argentina should i have to use other mirror?
