Webcam exposure and blinking in V4L2 capture utility.

Greetings! The post has been rewritten since I confirmed that other laptop with working camera also has the same problem, and the issue had nothing to do with the particular camera but V4L2 capture instead. I'd kindly like to request this to be moved in 'Applications and Desktop Environments'.

The webcam behaves as follows:
When I start V4L2 capture utility, the image is mostly white and I can barely see myself. Then it starts to blink, quickly rising the exposure even more, until there is just white screen. Changing exposure to manual (and moving the slider back and forth) in V4L2 Test Bench slightly changes initial exposure and frequency, but after a second it's the same.

journalctl -b: https://0x0.st/8-We.txt // I started capture utility about 10 seconds before I ran the journalctl command (in the end of file). I haven't found any messages about the camera there. It has been proven working in Zoom and OBS.

Update: (please see updated post above)
Camera works in both OBS (v4l2 mode) and Zoom. The problem, it seems, is in V4L2 capture utility.
Should I completely change this post to "V4L2 capture utility exposure and blinking", or request Dustbin?
