New AUR contribution py-cidr

I am pleased to share another of our tools.

py-cidr is a python module that provides a suite of useful network / cidr  tools.

e.g.
     CidrMap is a class that offers a caching map of cidr to some value.
                    - Example use case is maps of cidr blocks to countries.
     Cidr class provides things like
                     - compress a list of cidr blocks to the minimal number of cidrs
                     - convert a range of IPs to a list of CIDR blocks
                     - check if cidr is valid or valid IPv4 or IPv6

Docs including API reference is available in the package and on github in the Docs directory in  pdf and html.

Available in AUR and source on github
