Mouse lags - GPU Asleep or mis-allocated?

My mouse movement over firefox and desktop is smooth (120hz), but when I play a youtube video in a firefox window, my mouse suddenly appears at 60Hz... choppy.

I run KDE, how can I get gpu resource allocation more efficient? When I try to move maps on google maps, its very laggy. Though Im pretty sure firefox is gpu accelerated.

Also, after ive not touched my mouse for a while, after i move it, it is very laggy and choppy, as it seems to "wake up". I already tried adding the usb device to the blacklist for usb power suspend, but it seems to either ignore the blacklist or this wasnt the issue.

What's your GPU? If a integrated/mobile amdgpu they have a known issue with their PSR code which can lead to these but normally not in youtube and maps scenarios, rather when idle. In any case to test setting amdgpu.dcdebugmask=0x10 on your kernel parameters and if it helped follow https://bbs.archlinux.org/viewtopic.php?id=301280
