I see this file in my home.
I am on Plasma/KDE.
My main concern is that it is being re-created or updated without considering my umask settings.
I would like to file a bug, but have no idea which component it is. Likely it is "kde-gtk-config". Any hint?

Disowning the file (to root) or setting it immutable (requires root permissions but the file remains yours) w/ "chattr +i" will prevent it from being written.
Also typically the tools that autogenerate those files will warn you to stay away from it and add some include for local adjustments.
