KDE Plasma Version: 6.2.5
Qt Version 6.8.2
Qt6-tools is required by KWin and Plasma-Workspace, so I received installation of:
Qt Assistant
Qt D-Bus Viewer
Qt Linguist
Qt Widgets Designer
We can reverse this condition, as I have no interest in using Qt editing software.
$ sudo pacman -R qt6-tools
checking dependencies...
error: failed to prepare transaction (could not satisfy dependencies)
:: removing qt6-tools breaks dependency 'qt6-tools' required by kwin
:: removing qt6-tools breaks dependency 'qt6-tools' required by plasma-workspace

Instead of posting a PSA here where it will get completely lost and ignored, file a bug against those packages.
This sounds like a package bug introduced w/ the 6.0 shift, qt6-tools are tools for Qt development and of no particular use for regular users.

Here is Nate Graham's response on discuss.kde

Knowing that qt5-tools had not been installed in the past, I confess that yesterday, I performed a forced removal of qt6-tools (-Rdd)

So it's basically to qdbus, which is a handy tool but not necessary - just that this is not resolvable downstream (except for maybe kwin?) since the tool is actuall used (plasma-workspace would be eysy to fix using dbus-send)
