mksyslinux error "

I keep getting this error when I'm trying to install syslinux on a USB flash drive:

[root@archlinux ~]# mksyslinux -d=/dev/sdb -c=/etc/mksyslinux.conf
:: Mounting /dev/sdb ...
mount: you must specify the filesystem type
[root@archlinux ~]#

It's 'W95 FAT16 (LBA)' per fdisk/p which I believe is OK, but this is the first time I've used mksyslinux and I'm not sure why I'm getting the abovementioned error.  Can anyone please help?

is first partition bootable?

try running it on the partition sdXx.... only a hunch mind

There is only one partition and it is marked bootable.
I did try /dev/sda1 and I got errors as well.
Thanks for the ideas.  Any more?

Is that a typing error? If your device is sdb, you should enter /dev/sdb1.
