Pipewire rtp-source latency is high

My rtp-source.conf file receives sink from other pc they are on the same network ethernet so I am not sure why on default it keeps getting set to 115199:

 node.latency = "115199/48000" 

I tried running 

 pw-metadata -n settings 0 clock.force-quantum 256 

It changed default sinks latency, but not the source.

Also does anyone know how to setup

 pw-link 39:output_0 77:input_0 

to be loaded on pipewire restart?
