videos play in slow motion when I use certain audio outputs

this is one of the strangest bugs I have seen on Linux. on my lenovo yoga laptop I have 3 audio outputs "Rembrandt Radeon High Definition Audio Controller" , "Family 17h/19h/1ah HD Audio Controller" , and "Rembrandt Radeon High Definition Audio Controller 7". the Family one is the speakers.  the Rembrandt ones dont seem to do anything. they dont seem to output to the hdmi. they might output to the headphone jacks but I have not checked. the main issue that I am having is this.

when I use the Family audio out or my headphones everything works as expected
but when I use the Rembrandt audio outputs, videos slow down.
Like all videos. firefox, chrome, vlc, mpv. (granted all of them use FFmpeg but I don't know any that don't)
I use pipewire for my audio handling.
I have an AMD CPU and GPU.
my DE is kde with kwin.

I want to know how to
A. remove the Rembrandt outputs
or
B. be able to use the Rembrandt outputs without the videos slowing down

note: I cant output audio to HDMI right now. video works fine.

For question A you can just set the profile of the HDMI/ Rembrandt out to Off in e.g. pavucontrol or similar

For the actual issue, this can sometimes be normal if you don't have sufficient bandwidth (so could be a cable issue) or a monitor issue or some general bugs in sending audio and video at the same time. I remember one big pitfall is when running at higher refresh rates than 60, what is your refresh rate? Do you know your monitor to have speakers in the first place?
