OpenRC stuck on "starting local..."

So I just switched to openrc by editing etc/default/grub to add a kernel parameter for openrc and then doing grub-mkconfig -o /boot/grub/grub.cfg and when I boot, openrc gets stuck on "starting local...".
When I press ctrl+alt+ f1 to open a new tty, it doesn't work(just shows a black screen with a blinking underscore). How can I fix this?

Arch isn't set up for OpenRC, it takes a whole lot more work than just adding a kernel parameter.

You did instruct openrc to start getty as described in https://wiki.archlinux.org/title/OpenRC#Services ?
