On another computer with python 3.11.2, there is no problem.
BTW, in arch linux there is an official package for python3 binding for libxml2.

If no simple solution, I'll try uv to manage python versions.

Just tried installing with native venv and uv venv and both report the same error. Both are reporting a failure building lxml v4.9.4 (current is v5.3.1).
There is no python 3.13 wheel available for that old lxml version, hence why they are building it from source. One way around this is to use python 3.12 where a lxml wheel is available. I will show the uv way because it will install python 3.12 for you, and is much faster and easier:
# Note venv is created in .venv/
uv venv -p 3.12
uv pip install lib-pybroker

What's better, vscode recognizes the venv, which is in .venv by default.
