libelf was recently updated to 0.193 in core, but lib32-libelf was left as 0.192 (except in testing), and lib32-libelf requires a libelf matching its version,
so lib32-libelf has unsatisfiable dependencies for non-testing users.
I attempted to downgrade from testing, with:
pacman -Syuu
But it failed with:
warning: cannot resolve "libelf=0.192", a dependency of "lib32-libelf"
:: The following package cannot be upgraded due to unresolvable dependencies:
lib32-libelf
:: Do you want to skip the above package for this upgrade? [y/N]
error: failed to prepare transaction (could not satisfy dependencies)
:: unable to satisfy dependency 'libelf=0.192' required by lib32-libelf

I just changed to another mirror and updated the database (pacman -Syyu, note the difference with -Syuu) to fix this. Maybe check doing that as well.
