RTL8821CE not working on linux

wifi connects for a few minutes then disconnects

"rtw_8821ce 0000:01:00.0: failed to power on mac"
"leave idle state failed"
"mac power on failed"
"failed to poll offset= 0x5 mask-0x2 value=0x0"

is it a failing wifi card or a linux issue
im using hp 15sfq5xxx
