My ISP applying band throttling to Arch Linux and mirrors

I can use the site but connection keeps dropping including Wiki, AUR etc. Okay, I can do without using the site, but my mirror speeds are also very slow. I tried nearby countries, best ones like Germany, France, Netherlands, reflector etc. none of them worked. When I switch to CachyOS mirrors it's getting fixed but I don't wanna use CachyOS mirrors. At first I thought it was a DDOS attack or AI bots, but after a little more research I found out it was related to my ISP. In my country, only my ISP has this problem and it has been happening for a few months. And it's one of the most popular ISPs, I'm surprised no one has noticed and fixed this in all these months. You can tell me use DPI, DNS or VPN but;
DPI is not working.
They recently blocked DNSs too.
Most of VPNs are blocked, I have to pay for a good one and I already have a slow connection it will make it worse.

They don't care about my complaints.
I don't know if they do this by mistake.
At least there are any tricks to fix my mirror speeds?
