Is there anyway to implement the autoscrolling of KDE in hyprland?

I found the autoscrolling (middle clikc and drag scroll) in KDE is really useful beacause it saves the effort of scrolling with mouse wheel, so is there anyway to implement it in hyprland?

Isn't it on a per-application basis? It works on sway with firefox.
