Can't change XKBlayout under user

After last "# pacman -Syu" I can't change my layout under user, but it is possible under root. The config file is one for both and I use

Option        "XkbLayout" "ru(winkeys),us"
Option      "XkbOptions" "grp:alt_shift_toggle"

When I startx under root I can type in russian and then switch to english. When I startx under user I can type only in english.

Any suggestions?

I think it is an xkeyboard-config-0.9.1 problem. Download and build the 0.8 version.
