Recently yay offers to exlcude package every time, e.g.
$ yay -Syu
...
:: 4 packages to upgrade/install.
4 extra/blas-openblas 0.3.29-1 -> 0.3.30-1
3 extra/enchant 2.8.2-2 -> 2.8.9-1
2 extra/openblas 0.3.29-1 -> 0.3.30-1
1 extra/python-urllib3 2.4.0-1 -> 2.5.0-1
==> Packages to exclude: (eg: "1 2 3", "1-3", "^4" or repo name)
-> Excluding packages may cause partial upgrades and break systems
==>
If there are no conflicts with the packages, I'd like it not to offer this option, anyway?

yes | yay -Syu
seems helpful, but will it work well in all cases?

with yay we can have a config file in home ... exists one option for your menu issue as **answerupgrade

I suspect https://github.com/Jguer/yay/pull/2450 but you'll have to ask and file a bug upstream about this - or maybe reconsider why you're using yay if it predominantly will cause you headaches…
