Use my PC as Bluetooth PAN instead of Bluetooth A2DP sink

I have a weird issue. Don't ask why I need to do this, it's complex and hard to explain, but what I'm trying to do is to make my Linux computer into a Bluetooth network hotspot that I can connect with my Android phone to. I can't use Wi-Fi in this case because this phone's Wi-Fi is a bit borked (thank you, Samsung).

The problem is that even though I installed blueman and enabled Bluetooth NAP service - my phone connects to my computer as if it was connecting to the bluetooth speaker, with A2DP and HSP/HFP, but not as if it was a PAN.

I've tried disabling PipeWire, I've tried deleting all the Bluetooth configurations and settings but no matter what I do this stupid phone sees my computer as a speaker, not as a hotspot.

What do I do to make my computer look like a network for my phone, not as a speaker?
