Hardware problem on a HP Z420 workstation when trying to power on

A month ago I have experienced the following issue with a HP workstation which I use at office since the autumn of 2017. It did not boot the following day, after I shut it down when leaving from office. My first idea was the issue might be caused by (a) capacitor(s) that does not discharge. I found a HP Z420 workstation for sale on a local site and bought it, as a spare. The first thing I did was to change the power supply unit on Monday. The problem persisted.

Yesterday, I have switched the mainboards and the issue persists. I also thought about enabling/disabling ErP mode and in the BIOS section Power --> Hardware Power Management I found that Maximum Power Settings were set to disable. Changing them to Enable did not produce any results.     

The problem is not ArchLinux related, but hardware related. Do you have any ideas or suggestions? Thank you! smile
