early boot udev event timeout occurs when iPod shuffle is plugged in

I found a post* which describes a similar issue, but the author marked it as resolved and I don't want to possibly confuse issues, so I'm moving my post here.

For the last couple of weeks I've been trying to diagnose an issue where, during early boot, the udev event handler seems to experience some kind of ~2m wait and then times out and boot continues. Initially I didn't know very much about udev, and so I've been taking a little time where I can to research through the wiki. Unfortunately even with research I was unable to identify the cause of the issue via logs, etc. This has since changed and I've identified the possible cause of the problem, but I want to be thorough and include all potentially relevant information.

My inital comment from @lasttwobraincells post.

I have a similar issue at the moment. I am updating, but I do not think this will resolve from an update.
I believe one of the udev events is timing out (the time waited is about the number of seconds in the udev.conf.
Not sure how to troubleshoot this, either. I am wholly unfamiliar with what udev does under the hood. After updating, if the issue persists, I'm going to start by reading the wiki page for udev, but I would greatly appreciate some help. The recent increase in boot time as a result of this is untenable. I will report back if I can resolve the issue.

I found the issue after some trial and error. I did some reading into udev and I couldn't see anything in the journal that was obvious, so I started removing peripheral devices from my computer  in order they were most recently attached. This was really  a last ditch effort to affect some change in behavior during troubleshooting. After I unplugged an iPod shuffle (2nd gen), the boot delay went away. I've had the device on the base station plugged in to my computer via one of my monitor's USB hub for that last couple of week. Coincidentally, around the first time I restarted the computer and was having issues with udev event timeout. At the time it wasn't obvious that might be the issue, as the device worked when plugged in, when the system was already booted.

If anyone here is savvy with udev, I would love to troubleshoot this udev/device further.
I don't mind having to attach and re-attach the iPod as needed, but it would be nice to know what's causing it and potentially fix the underlying issue.

Edit: Also, I wasn't 100% sure if this was suited for administration or kernel, so if it needs to be moved please let me know! Thank you in advance to anyone who is willing to help!
