"last packager" just means the last person to touch the pkgrel or package version i guess

The Maintainer is the person feeling responsible for updating the package and acting on bugreports and any details regarding the package.
The last packager is the one to build & upload the package within the repositories, which can be another packager either when the assigned maintainer is not properly taking care of a package or as part of a bigger change such as a rebuild (see for example the ongoing python 3.14 rebuild).

@gromit with respect to the python 3.14 build would a merge request for tensorflow changing it to clang20 as clang21 is not supported and adding requirements_lock_3_14.txt and wiring that into the workspace be helpful?
