When to report violation of expected community conduct

should i report a post that was posted on #archlinux-projects irc

it had the following

Explicit political propaganda unrelated to Arch Linux

* Religious messaging
* A link
* direct call for violence, to political officals
* sign-off implying institutional endorsement: “Merry Christmas from the Libera staff!”
* marked as [Network Announcement]

The best approach would be to contact one of the Libra Chat group contacts.   If they are on the forums (most of them are) you can message them from the forums directly or you can send them an email.

"implying institutional endorsement" is the pertinent part here - not "Merry Christmas" but "from the Libera Staff!"
