Pacman starts creating /var/cache/pacman/pkg/download-* directories

While cleaning up my system, I noticed pacman started creating download-* directories in /var/cache/pacman/pkg. Pacman didn't used to do this.
I checked and the directories created are empty. Are these safe to be removed? If so, is there an automated way on cleaning up these directories?

Pacman has created those directories since 7.0, but it looks like a recent bug that it's failing to delete them:

Deleting the directories should be safe, otherwise you can just wait for a fix (or disable sandboxing in /etc/pacman.conf).

Fixed pacman leaving those directories in rare cases, only to make them leave the directories in much more common cases!
