Hi, friends!
I have the same problem but i use msys64 for windows like https://bbs.archlinux.org/viewtopic.php?id=292287
And I builded viert-viewer with spice-gtk  0.42-5

Evrithing works, I mena, i can connecto to remoute test server by spice://127.0.0.1:5900
But sound doesn't work
I have the log:

I have gstreammer libs in "lib" folder near the project
but if use virt-viewer "from box" sound works

msys2/mingw-w64 is not Arch. If you have problems with that, ask on the Github: https://github.com/msys2/MSYS2-packages or https://github.com/msys2/MINGW-packages

Although msys2 does use pacman as their package manager it's  a separate distro.

clean chroot building not flexible enough ?
Try clean chroot manager by graysky
