Charging via USB-C doesn't work

Charging via USB-C doesn’t work on Linux, but it does work on Windows and when the laptop is turned off. I’ve tried to fix this, but I just can’t get it to work.
My laptop: HP ENVY Laptop 13-ba0003ur
And /sys/class/typec folder is empty

3rd link below. Mandatory.
Disable it (it's NOT the BIOS setting!) and reboot windows and linux twice for voodo reasons.

Does the usb port otherwise work (to attach a disk or so)?
If you run "udevadm monitor" or "acpi_listen" or "dmesg -W" do you get any output when plugging the charger?
