Is /usr/share/devtools/makepkg.conf.d/arch.conf installed by devtools?

Quoting Configuration section of Makepkg wiki article

    Note
    devtools helper scripts for building packages in a clean chroot use the /usr/share/devtools/makepkg.conf.d/arch.conf configuration file instead.

I can not find arch.conf among the files installed by devtools. What am I missing?

It's in italics as a pseudo-variable: I've replaced that with $CARCH so that it's easier to understand that it's a placeholder for x86_64, x86_64_v3, etc...

Good idea but although it is shown in history the visible text hasn't changed yet.
How often does the wiki process changes ?

I checked and pacman -F supports wildcards, so

 pacman -F /usr/share/devtools/makepkg.conf.d/*
usr/share/devtools/makepkg.conf.d/x86_64.conf is owned by extra/devtools 1:1.5.1-1
usr/share/devtools/makepkg.conf.d/x86_64_v3.conf is owned by extra/devtools 1:1.5.1-1
$

Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.

clean chroot building not flexible enough ?
Try clean chroot manager by graysky

You're probably logged out: the page is cached for non-registered users to handle the DDOS and general LLM-powered bot abuse. I don't know it off the top of my head, but I think we have the value public somewhere in https://gitlab.archlinux.org/archlinux/infrastructure smile
