[AMDGPU] 4:2:0 output via HDMI seems broken since kernel 7.2

I have a mini-PC that I use as a Smart TV box. Since kernel 7.2, I can no longer get an output at any resolution where my TV expects a `7:2:0` signal.

Specifically, the following timings no longer work:

I can replicate the issue on both linux-7.2.3.arch1-2 and linux-zen-7.2.3.arch1-2. As a stop gap, I've reverted to using linux-lts for now.

The GPU is the integrated graphics:

CPU: AMD Ryzen 9 7940HS (16) @ 5.26 GHz
GPU: AMD Radeon 780M Graphics [Integrated]

There's no indication in the logs that the system is aware of anything wrong; I can even remotely connect via Moonlight/Sunshine and the desktop renders as expected. It just seems like the signal being emitted to the TV is out of spec since 7.2.

Testing 7.2.0, 7.2-rc1 and 7.3-rc1 would give upstream some more data points.
