Using an archiver to snapshot a non-running install

It seems like a good idea, like a save-point before experimenting with things.

Problems:
  How to preserve permissions?
  How to deal with symlinks?
    Probly a --no-follow-symlinks option.
  What about hard-links?  Don't know much about those.

I've been reading man-pages on the archivers I have at hand, not much progress.
I was hoping someone had a quick n easy tip.

Full system backup using Tar.
