AutoCAD-like progra in Linux? Maybe free?

For basic technical CAD design I advice to Windows users Solid Edge 2D, but I have no idea of what tell to linux users.
Usually I tell them that Autocad 2000 works well via Wine and being an old version probably cost little. Yet, it seems strange none implemented anything.

Most of the people just need layers, lines, offset, circles, eclipses, trim, extend, measures and little more...

What program can I use?
