Why can't I move to tty7 after I move to other?

I can move to tty1 with ctrl+alt+f1 but I can't return back to tty7.

What is the problem?

Try alt+f7 .

Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.

(A works at time B)  && (time C > time B ) ≠  (A works at time C)

Try the left alt key as well. I don't think the right one acts the same by default.

Some graphics drivers flake out like this often (nvidia for one).  That is, when you leave the fully graphical nvidia environment (X on vt7) it fails to go back into it... it used to fix itself and break itself every nvidia release on this machine.
