I am trying to get arch linux and right over windows 95 I have the image file but is says It cant read the file
like(cant reas window 32 or something like that. or is there a diffrent way of instualing it

The easy way to have a machine set up for dual boot is to install first windows and then arch.

if by right you mean write, then yes you can install it over windows 95.
If I understand right, your trying to run the file in windows? You need to burn the .iso file to a cd, and then in your BIOS set it to boot from cd, put the cd with arch burned on it and turn on your pc, and the installer will start running giving you the install options. http://wiki.archlinux.org/index.php/Beginners_Guide

Ubuntu and Debian have both recently developed installers for windows you might like to try.
Ubuntu:

If you aren't used to burning ISOs and haven't used Linux before, you might be better off with a distribution like Ubuntu, since it's easier to install/use without experience of Linux or having to do much configuration.

Still even at that it i tried debain it says no instalation for windows 95

The Beginner's Guide Ruckus referred to tells everything that is needed to do basic installation.
But that maybe difficult for a beginner, so try to boot and use Ubuntu Desktop CD first. That can be downloaded (or ordered) from:
