Cant do Pacman -Syu

every time i try to do 'pacman -Syu', or rather anytime when i try to download a package, the speeds fluctuate, they go from around 100kpbs to 30 kpbs to 0 and then back up, and after a while, pacman just seems to give up

Could that mirror be a bit unreliable?  Don't know if that's the cause, but perhaps if you uncommented the include line pacman could use an alternative mirror when it has trouble with that one.

Yeah, adding more than one mirror is sure to give you better results.

Check your /etc/pacman.d/extra and  /etc/pacman.d/community and make sure that you are using a mirror (not ftp.archlinux.org). The main server is now being throttled: http://bbs.archlinux.org/viewtopic.php?id=31113

Can't help you with your problem because it's sounds the same as what I had last year for a few months, problem still persisted after switching mirrors. Don't know why but it seems to have corrected itself on it's own so I still don't know what it was. Me suspect the problem lay at my ISP's end although they would problaby deny it.
You could maybe try pacman 3 from testing to see if that helps, it's working really well on my system with no complaints so far and it seems to really fly when I do an update
