virtual machines... search google for qemu, xen virtual machine, vmware. That allows you to run Windows inside Linux in emulation mode... can be slow.
If you want to be able to boot into either windows or linux, but not at the same time, search google for 'dual boot'.

What do you actually want to do ?
Run Windows itself inside Linux ; QEmu and VMWare
Run Games ; Cedega, Wine
Run Applications ; Crossover, Wine
If you want to run a specific app there may be an O/S alternative.

you can try kvm (Kernel-based Virtual Machine) if you have a new a processor supporting hardware virtualization: http://kvm.qumranet.com/kvmwiki
but for me it runs slower than normal qemu and i don't know why

I believe there's also win4lin although I never used it..
