It should be noted by the maintainer that attempting to install the lib32 bundle via
pacman -S lib32
gives a conflict that prevents installation:
error: lib32-ati-fglrx-utils conflicts with lib32-libgl-dri
Is there an official place to post things like this?

Additionally, Gaim needs libsamplerate for sounds to work, which isn't a listed dependency.
Where can I report things like this?

To the Arch Linux Bugzilla...
Check the homepage it contains a link.

the *ibgl-dri is not a bug ...
also, gaim does not require libsamplerate as a dependency because it has the functionality of running command, i.e /usr/bin/aplay %s
whether or not this is a bug is debatable, but i think it isn't, and i'm sure i'm not the only one ...

A quote from the wiki
Atenttion: Never try to install all libs with pacman -S lib32. And do not install any arch32-package.

The lib32 packages are only there for some games and proprietary apps that cannot be recompiled for 64-bit by the community and that probably won't be by the authors. Only install the individual lib32 packages you need to make your software work and not the entire collection. If you need 32-bit support on Arch64 you should setup a chroot environment.
