yes, winelib can be used to compile a native linux application. it still depends on winelib, yes, but in the same way that the gimp depends on GTK+glib, it's needed to provide basic functions and user interface.
If you really wanted, you could develop a native Win32 API application from linux, compiled against winelib.

But GAIM in extra is pretty outdated, i cant connect to ICQ network. And QT i havent installed.
Yes, I can use Jabber ICQ transports... but on lot of public servers is this transport pretty unstable.

First of all, gaim in current isn't quite outdated. Gaim in current is 2.0 BETA, so one of the newer versions (not pretty outdated, just a bit).
ICQ should work fine there, they worked a bit on the icq protocol as i could see in the cvs logs...
I always watch gnome and gtk application development a bit, since the advantages of kde become smaller and smaller... and i'm thinking about to switch.

Try the other IM options available first. Gaim (soon to be known as pidgin) is an excellent program that is very similar in function to Miranda. If you're a KDE user, you might also try Kopete, as has been suggested.
Even the Miranda wiki suggests using alternative programs: http://help.miranda-im.org/Linux
I don't think you'll have much luck getting anyone to port Miranda to Linux when there are already such strong alternatives available.
