it seems that it has something to do with scrollkeeper; however, pacman says the content of this folder does not belong to any package!
pacman -Qo /-q/scrollkeeper_docs
error: No package owns /-q/scrollkeeper_docs
is this normal? should scrollkeeper be creating these files on root ?

Well I kind of had a problem similar, after doing some updates (including a PHP update) my root folder looked like this:
1.
[loke@shiva ~]$ ls /
2.
bcmath.a bz2.so ftp.a ldap.a mysql.a odbc.so pdo_mysql.so pdo_sqlite.a posix.so shmop.so sockets.a sysvmsg.a sysvshm.so
3.
bcmath.so calendar.a ftp.so ldap.so mysql.so opt pdo_odbc.a pdo_sqlite.so proc snmp.a sockets.so sysvmsg.so tmp
4.
bin calendar.so gd.a lib mysqli.a pdo.a pdo_odbc.so pgsql.a root snmp.so sqlite.a sysvsem.a usr
5.
boot dev gd.so media mysqli.so pdo.so pdo_pgsql.a pgsql.so sbin soap.a sqlite.so sysvsem.so var
6.
bz2.a etc home mnt odbc.a pdo_mysql.a pdo_pgsql.so posix.a shmop.a soap.so sys sysvshm.a
7.
[loke@shiva ~]$
Pacman did say that no package owned thoes, and I never figured out what caused this so I just deleted the files. I am using pacman3 from testing. Not sure what went wrong but I am 100% sure that it is NOT self-caused.

-q is an argument to scrollkeeper-rebuildb. Maybe that utility got confused, and used that as the directory instead for some reason. Seems very weird.
I was able to duplicate the directory contents you see by executing the following as root.
scrollkeeper-rebuilddb -p /\-q
"Be conservative in what you send; be liberal in what you accept." -- Postel's Law
"tacos" -- Cactus' Law
"t̥͍͎̪̪͗a̴̻̩͈͚ͨc̠o̩̙͈ͫͅs͙͎̙͊ ͔͇̫̜t͎̳̀a̜̞̗ͩc̗͍͚o̲̯̿s̖̣̤̙͌ ̖̜̈ț̰̫͓ạ̪͖̳c̲͎͕̰̯̃̈o͉ͅs̪ͪ ̜̻̖̜͕" -- -̖͚̫̙̓-̺̠͇ͤ̃ ̜̪̜ͯZ͔̗̭̞ͪA̝͈̙͖̩L͉̠̺͓G̙̞̦͖O̳̗͍

The -q directory was a bug in two packages. These packages used to rebuild the scrollkeeper database with "scrollkeeper-update -p -q var/lib/scrollkeeper", where -q turned out to be the target directory in that case.
just rm -rf it, the real scrollkeeper db is in /var/lib/scrollkeeper.

and what's the .fsr dir i have in / ?
