KDM uses wrong locale

[I don't really know where to post this issue.. Feel free to move this thread.]

Since I want to use German keyboard layout, I installed all de_DE and de_AT locales (I installed en_US too). In /etc/rc.conf I use de_AT.utf8.
The keyboard layout works with terminal and KDE, but KDM uses English keyboard layout instead of german-latin1-nodeadkeys.

I'm really looking forward to any ideas..

Thanks for your reply, but I already checked this. The strange thing is: There is no problem with the keyboard layout anywhere else but with KDM.

KDE locale settings 
In .kde/share/config/kdeglobals 
 [Locale]
 Country=in
 Language=hi
have per lang files & link runtime.

seems to be right..

EDIT: I tried using de_AT@euro instead of de_DE.utf8, so it fits the kde setting, but no change either.

How about setting X to use the de keyboard layout?

Option "XkbLayout"  "de"

I can't believe I've overlooked that setting.. Now it works.

Just one more question: If X and KDM uses the wrong keyboard settings, why doesn't KDE?

Kde has its own keyboard profile in the configuration center.

Maybe there you set the right keyboard when setting up or configuring KDE.
