I did a clean install (ftp) yesterday and I saw that neither the latest filesystem nor bash packages have /etc/skel/.bashrc. It used to be inside filesystem, but may got lost in a transition between packages.
[root@cerrado ~]# pacman -Qo /etc/skel/.bashrc
error: No package owns /etc/skel/.bashrc
[root@cerrado ~]# pacman -Qo /etc/skel/.bash_profile
/etc/skel/.bash_profile is owned by bash 3.2.017-1
