fglrx & fglrx-utils v8.36.5 crash X, and can not compile fglrx-8.34.8 with current kernel(2.6.21),
it seems fglrx-8.34.8 don't support kernel-2.6.21, right?
I try fglrx-8.36.5 & fglrx-utils-8.34.8 will start X, but no opengl.
Ubuntu32 7.04 can also start X which use fglrx-8.34.8 but not Ubuntu64.
My system is:
Asus M2A-VM (AMD690G with Ati x1250)
DDR2 667 1GB x 4

can you supply more info?
A couple of things you could try:
Check fglrx driver is loaded properly.
Read X.org logs
Mixing fglrx and fglrx-utils versions is not a good idea
From the release notes of the latest driver:
This release on the AMD Catalyst™ Linux Graphics Driver software suite introduces support for Linux Kernel 2.6.20.
So it seems previous drivers won't work with 2.6.2* kernels
Edit: tested at home and it's working

fglrx-8.36.5 don't work on any x64 Linux with Ati x1250(Asus M2A-VM M/B),
I give up the Ati x1250 and plug PCI TNT2 Lite.
x64 Linux I tried Arch/Debian/Ubuntu/OpenSuse...
