just copy the one you want to set to .icons and name it 'default', that should do the trick (that's what I used to do before gnome included a dialog to change it)

I'm not sure of other methods, but this is the way I have it set up.
1) Download the cursor theme you want, extract it (if you need to), and copy the icon theme folder to /usr/share/icons/ (in my case, /usr/share/icons/neutral ).
2) Edit your ~/.icons/default/index.theme file, and point it to your preferred icon theme. In my case, it reads:
[Icon Theme]
Inherits=neutral
where neutral is the name of the icon theme folder in /usr/share/icons/ .

This works the best, because I don't have to copy the whole theme directory.
