Dillo 0.8.6 is out. It uses FLTK2 instead of GTK now.

Dillo is in current and has been marked out of date, so hopefully it is updated soon. For now, you could try dillo-cvs on the AUR (build it using versionpkg):

Please don't posts requests for official packages.  Simply flag it out of date and let the maintainer get to it.

For anyone who's interested, and now its been moved to AUR, there's a patched version of dillo that has tabs and better internationalisation.

PKGBUILD available  here.
