kth5 invented it. He wrote it on the donation box at the booth. I don't know exactly where it came from, but it must have been something with hacking a lot on archlinux with 4 people at the same time and drinking lots of beer in the evenings.

along with such a release name, I would have loved some switch to a release numbering like the TeX one (converging to pi) but here converging to 42 (hey, arch linux may just be converging to the answer, or is that too pretentious? )

PR? A good thing does not need PR, it will naturally be adopted by those who personally value it's principles. Whether that may happen slowly or amazingly fast is another question. Like my company says in its Terms of Service: "Everything is subject to change, except for our principles."
I don't see "Don't Panic!" as a thing to scare people. Arch users should really know better than that and should let themselves be affected by our spell.
By the way, I came up with the idea for puttin that onto the box instead of a plain "Donations here" because everybody has that. We were all agreeing on the fact that we don't strive to adopt everyone else's ideas, instead like our own thing very much. We are happy when hacking, we like how things are and so "Don't Panic!".

I think the name is configured through /etc/issue which is owned by the filesystem package, the name will probably change with the next filesystem upgrade. (I'm not totally sure though, correct me if I'm wrong )
