That's it
It changed from "user" to "root"!
It works fine under root
I just updated the packages fglrx 8.39.4-2 & fglrx-utils 8.39.4-3 works fine to.

I don't get new fglrx 8.39.4 working. After updating and booting my screen says only "No signal" and get black.
Early 8.38.6 work really fine!
What I should do to get 8.39.4 working?

LinuxPatsku, generally it'd be better to start your own thread, since people won't always look in a thread marked "Solved".
In any case, to help you out I'll need your /var/log/Xorg.0.log , the output of
dmesg | grep fglrx
, and just for kicks the output of
$ sudo updatedb
$ locate libGL
Offline
Okay, next time I start new thread for my problem.
Here is outputs:
$ dmesg | grep fglrx

And locate libGL after updatedb:

I don't see anything really wrong in the stuff you've grepped...
Hmmm... are you using the VGA or DVI output for your monitor? It might be benificial to backup your existing /etc/X11/xorg.conf, then re-generate a new one with
Xorg -configure
and finally run
aticonfig --initial --input=/path/to/autogenerated/xorg.conf
and see if the new conf file helps. (I think the flag is --input= but I might be wrong, check aticonfig --help if that doesn't work.)

Okay, now my widescreen says Out of range H. Frequency 29KHz V. Frequency 31Hz. I use 1440x900 resolution. My xorg.conf have HorizSync 30.0 - 100.0, VertRefresh 50.0 - 160.0. Radeon driver works fine with these options.
Normally I use DVI output, but now I tested VGA and change not happening.

If the monitor section in your xorg.conf has any modelines, try getting rid of them; I've heard fglrx doesn't treat them nicely, and may screw up because of them.

I agree with this ... but only from personal experience.
I have been running basically the same xorg.conf with particular modes on Ubuntu (for quite a while) and Arch, both on a multi-boot set-up using the Radeon driver. However, after switching to the fglrx driver in Arch, the xorg.conf "Screen" and "Monitor" sections caused issues until I removed the modes and the sync/refresh information.

Wow, didn't realize that was still up there. I don't think my conf file looks quite like that anymore... I don't know if it would help you, since it's for dual-displays and TV-out.

As was stated by Cerebral earlier, you need to run
aticonfig --initial
That command relies on an existing xorg.conf file AND that xorg.conf file must lack any reference to "fglrx". Otherwise 'aticonfig --initial' will exit with a report:
"Found fglrx primary device section
Nothing to do, terminating."
So, the easiest way to do this with an existing xorg.conf file that you don't want 'Xorg -configure' to touch again (see note below) is to manually edit your xorg.conf to remove the reference to the "fglrx" driver. Just put "ati" or "radeon" in place of "fglrx" in the [Device] section. After so doing, you can run:
aticonfig --initial
and it should insert something similar to this in your xorg.conf:
Section "Device"
Identifier "aticonfig-Device[0]"
Driver "fglrx"
EndSection
Section "Screen"
Identifier "aticonfig-Screen[0]"
Device "aticonfig-Device[0]"
Monitor "aticonfig-Monitor[0]"
DefaultDepth 24
SubSection "Display"
Viewport 0 0
Depth 24
EndSubSection
EndSection
Note the simplicity of the inserted sections. No sync or refresh info and no modes. When I first ran the command, I edited the generated text by placing back my normal sync / refresh info and modes, and it borked everything. After removing the sync / refresh info again, everything worked.
Test the basic xorg.conf, then if it works, you can add back in your other [Device] options such as you have shown in you current xorg.conf, e.g.,
Option "VideoOverlay" "on"
Option "OpenGLOverlay" "off"
Option "UseFBDev" "true"
Option "Centermode" "off"
Option "PseudoColorVisuals" "off"
BusID "PCI:1:0:0"
Hopefully, none of those will cause grief for you. Systematically comment them out if you do have additional problems until you narrow it down.
The main point, however, is to start with the basic, simple config that aticonfig inserts, and if it works, then you can add back other options. As stated, in my experience, I could no longer specify sync / refresh rates or modes without causing issues with the 'fglrx' driver, but everything else I used for options was OK.
Good luck.

Note:
If you find that your xorg.conf file is so messed up that you want to completely start over:
- back up your file
- run:
Xorg -configure
- then run:
aticonfig --initial

Did you try removing the HorizSync and VertRefresh lines like MrWeatherbee suggested?
I would probably just edit them out myself (along with the modes), but at this point, I suggested in my follow-up post immediately above that he go ahead and run 'aticonfig --initial' just to see what 'aticonfig' generates. The results will likely be the same (or very similar), but it can't hurt to get the aticonfig output.
Thanks.

fglrx --initial
I think you mean aticonfig --initial?

Wow ... wow.
How embarrassing?
After writing that long post, I basically did nothing but sabotage LinuxPatsku's efforts further.
Yes, I did intend 'aticonfig --initial'. I even ran that to get the exact output that it generates when it finds "fglrx" in the xorg.conf file, but I was too lame to write it correctly in my post. I had 'fglrx' on the brain. Sorry ... I'll edit now.

Hey again!
I don't get 8.39.4 working, but this new 8.40.4 fglrx works really fine! Finally.
Anyway, big thanks to help!
ArchLinux with Xfce4.
