Do I need to put a pm-utils deamon in the rc.conf file where powersaved used to be?
How do I get kde to work with PM-utils?

You can use something like cpufreqd or cpudyn to do this. I personally like cpudyn. Here is a Wiki page on this: http://wiki.archlinux.org/index.php/SpeedStep
