Custom PKGBUILDs should be put in /var/abs/local/package_name if you mean your local computer. This way they won't get overwritten accidentally with your next abs synchronization.

Yes, I know but I thought "global". IMO there is not place for programs (for example) like ksquirrel.

Yes, many equate multimedia with video+sound, but IMO that's a little stupid. Images are media too!

Yes, images are multimedia too, so that's the right place for them.
And as you can see here, there are image programs (like gimp and gqview) in the multimedia section.
