Tool for chopping up long mp3s?

I have about 4GB of speeches stored as 45 min mp3 files, I would like to chop them up in to 4 minute segments.  The files are also about 40MB, so the segments should be about 4MB each.  Then I want to burn the segments on to audio CD's to listen to in my car - so they would be like "songs".  Is there a tool for doing this?

You could do this with Audacity. It is a great audio editor and is available with the standard Arch packages (at least it was last time I looked).
