You mean like speedstepping? acpi-cpufreq does it.

The fans are working too much I guess.. I want to decrease power according to the usage (automatically).. I don't know what speedstepping is or if it does what I want..

try powertop and see what it recommends... Great program, knows how to configure atelast ondemand governor automatically for me.
